Circular ILO 001 Rev. 2 requires an adequate medicine chest and uses the WHO Quantification Addendum as the basis for recommended medicine quantities.

KEY REQUIREMENTS
Applicable Saint Vincent and the Grenadines vessels without a doctor on board, as described in the circular.
Recommended medicines and quantities based on Annex 3 of the WHO Quantification Addendum, plus the equipment, materials and instruments specified by the circular.
Keep medicines, medical equipment and first-aid supplies complete, in date and ready for use.
Check the current official sources and vessel particulars before supply, replenishment or certification.
Check cargo-specific medical-store requirements
Where dangerous goods are carried, review cargo-specific medical-store requirements and the current IMDG Code alongside this flag-state framework. The applicable flag-state rules remain controlling.
